In a differnt life, I was a teacher. At our school breakfast was free for everyone - to avoid the stigmatism & yet to get some food into the child. (Especially on Monday morning when you knew their last meal had been the boxed lunch that they took home on Friday.)
Honestly, I hadn't even thought about the stigma issue at all. Just goes to show there can be unintended consequences to even the best-sounding ideas.
